About the Position
The Political & Economic Department is looking for a staff member to manage the Informal ASEM
Human Rights Seminar Series under the Governance Theme. The Informal ASEM Seminar on
Human Rights brings together government officials, academics, and civil society representatives
from ASEM Partners for dialogues on ASEM priorities. ASEF organises the Informal ASEM Human
Rights Seminar Series in close links with the partners and stakeholders. This includes the
management of the Seminar and a series of activities. The incumbent’s work will be under the
supervision of the Department Director, and will be working with a Project Executive Officer and a
Project Officer. The appointment is on a 1-year contract basis with an initial 3-month probation
period.
KEY RESPONSIBILITIES
1. Specific Project Management
Informal ASEM Seminar on Human Rights Series
 Manage the project throughout the project cycle as well as reporting.
 Coordinate and maintain the overall coordination with the relevant partners, coorganisers
and stakeholders of the Informal ASEM Human Rights Seminar Series
 Manage the development and the implementation of project activities on human rights
topic including seminar, training component, policy briefings, publications, outcomes of
the seminar, stakeholder meetings, in very close relationship with partners and
stakeholders
 Provide with research support, write, develop concept and content for seminar and
activities; propose experts and professionals to contribute
 Prepare and compile seminar report, key messages, proof-read and edit documents,
content and format
 Develop database of relevant specialists
 Design and implement all aspects of all meetings under the project (e.g. roundtables,
workshops, conferences, dialogues, steering committee meetings, rapporteurs’
meetings), and facilitate when needed; coordinate with the logistics for prior, during and
post assigned events
 Coordinate the implementation of the communication strategy for the project including
developing promotion and information materials, press releases, website content, etc.
in cooperation with the Communications Department
 Manage the budget and the financial procedures related to the project, narrative and
financial reporting

 

2. Overall Project Management
 Contribute to the activities of the department
 Identify and generate themes as well as evaluate topics relevant to the thematic
programmes of the Political & Economic Department together with the Director
 Assist in monitoring and managing the department budget and expenses
 Assist in coordinating department and cross-departmental strategies and
communication
 Review and generate publications, articles, etc. for the department

Common Tasks
 Support the implementation and execution of the programmes / activities within the
Political & Economic Department
 Prepare the narrative, financial and communication reports to stakeholders

3. Communication
 Design and implement the project communication plan in cooperation with the
Communications Department
 Promote and publicise project activities by using web-based platforms including social
media

4. Team Work

 Evaluate topics relevant to the thematic programmes of the Political & Economic
Department together with the Director
 Regularly exchange information about department activities on a cross-departmental
level
 Represent the Department in internal meetings by participating in committees or
working groups

5. Network Management

 Identify, establish and maintain contact with potential co-organisers, steering committee
/ advisory group members and resource persons of the Department
 Promote strong networks and good relationships with partner institutions
 Represent ASEF at meetings and conferences

6. Other

 Provide input to the Department’s overall strategy
 Contribute to administrative and financial tasks when needed.

QUALIFICATIONS & REQUIREMENTS
 Graduate in a relevant field of study, such as human rights and international law; postgraduate
degree preferred
 At least 4 years of work experience for Master’s holder, and 6 years of work experience
for Bachelor’s holder; research and project management background needed
 Candidates must be citizens and passport holders of ASEM Partner countries2

KEY COMPETENCIES

 Demonstrated knowledge and interest in human rights, law, multilateralism,
governance, diplomacy, international organisations, current world affairs, Asia-Europe
relations
 Experience in research and writing papers on governance with a focus on human rights
 Experience in project management
 Experience of conference organisation, and stakeholder relations
 Strong interpersonal skills, cultural awareness and the ability to effectively
communicate with individuals from diverse professional and social backgrounds
 Ability to work in a team environment
 Ability to work effectively with minimal supervision
 Experience of social media engagement strategies will be an advantage
 Proficiency in both written and spoken English
 Excellent report-writing, organisational and communication skills
 Proficiency in Microsoft Office

Remuneration
The successful candidate will be offered a monthly salary commensurate with her/his
qualifications and work experience. Other applicable benefits include an annual wage supplement
equivalent to 1 month’s salary, paid leaves and medical benefits.
